The Library of Congress is the research library that officially serves the United States Congress and is the de facto national library of the United States, and is the oldest federal cultural institution in the country. They are now seeking a contractor to provide Space Utilization Planning and Design Services Support to the Library of Congress.
Space Utilization and Design Services
The Library of Congress requires space planning and support services. The services required are in support of the integral
services provided by the Space Utilization Planning and Design section (SUPD). SUPD performs space planning, space assignments, interior design, individual staff assessment, furniture and furnishing procurement, move management, and project planning for all Library of Congress facilities.
In cooperation with the Architect of the Capitol, SUPD is responsible for work in office, processing, reading room, exhibits and collections spaces. Changes in technology, communications, work patterns (including telework, collaboration space, and shared technology), and reduced need for paper files present new opportunities and challenges to Library operations. There is a need to achieve greater operational efficiency and to modernize the work environments across the Library. The lack of swing space is a significant constraint, and most interior reconfiguration projects must be executable in phases. The Library requires contract support to facilitate these efforts.
The U. S. Copyright Office (USCO) has approximately 400 staff assigned to 12 different divisions, occupying over 130,000 square feet within the James Madison Memorial Building (See Attachment A 1-3, Drawings). It examines and registers hundreds of thousands of copyright claims (in books, journals, music, movies, sound recordings, software, photographs, and other works of original authorship) each year. The USCO works regularly with many federal agencies including the Department of Justice, the Department of State, the Office of the U.S. Trade Representative, the Department of Commerce, including the Patent and Trademark Office, and the Office of the Intellectual Property Enforcement Coordinator. The Office of the Chief Information Officer (OCIO) has approximately 244 staff and contractors assigned to LM G-51 comprising
31,406 square feet within the James Madison Memorial Building. The OCIO ensures that the Library’s information technology (IT) resources meet current and future mission requirements and operate effectively to serve the Congress and American people.
Scope
The contractor shall provide a program of requirements (POR), directions and planning for improved utlization of assigned space for the U.S. Copyright Office. The contractor shall also provide space planning and Interior Architectural Design, Engineering Design, project management, programming, construction drawings, specifications, furniture, fixtures, and equipment coordination, budgetary estimates, identification of hazardous materials, and construction administration (optional) for the Office of the Chief Information Officer.
