Allegheny Portage Railroad National Historic Site (NHS) preserves the history and remnants of the Allegheny Portage Railroad and interprets the Pennsylvania Mainline Canal’s system of canals, railroads, and inclined planes and the impact these had on the early development of the nation. Johnstown Flood National Memorial (NMem) commemorates the brief but highly destructive Johnstown Flood of May 31, 1889. While the sites are independent and their content unrelated, they are jointly administered. The National Park Service is seeking proposals from contractors to produce Long-Range Interpretive Plans for both sites.

The purpose of this contract is to develop a baseline interpretive content report for both sites individually: Allegheny Portage Railroad National Historic Site (ALPO) and Johnstown Flood National Memorial (JOFL). While each site is unique, they share a common administration; therefore, a single contract shall serve to develop reports for both sites.
