Antique Plate ImagesThe Chelmsford Museum displays local history from pre-Roman times to the 20th Century, and is located in the Victorian Oaklands House, in Oaklands Park, Chelmsford. The local council is currently seeking a consultants across three tenders: the first tender is for an audience development & activity plan consultant; the second is for a quantity surveyor; the last is for a M & E engineer. The contract value is estimated at £25,000-£50,000.

Chelmsford Museum (part of Chelmsford City Council) has had a Stage 1 pass from the Heritage Lottery Fund to develop a project to redisplay galleries, improve the infrastructure of the Victorian building and Oaklands Park, and build a new café.

We wish to recruit an experienced team to work with the Museum Curators, Visitor Services and Learning Services Manager to secure a Stage 2 HLF pass, and go on to deliver an innovative and imaginative scheme to complement an extension which opened in 2010 in England’s newest Jubilee City.

1) Audience Development & Activity Plan Consultant - Chelmsford Museum

We are looking for an experienced consultant who can work with the Museum Team and engage with current and potential visitors as well as stakeholders. The person will analyse existing research, including MOSAIC, set up two user fora, and ensure that feedback is fed into the design process. The person will plan a system for recruiting and training unpaid Volunteer Co-ordinators in order to improve the effectiveness and capability of volunteers. The post will also be responsible for the production, in conjunction with the Museum Team, of the Activity Plan that will form a key element in the Stage 2 submission to the HLF. A fixed fee is available for this appointment.

2) Quantity Surveyor

In the development Stage 1 phase, the Quantity Surveyor will work with the team to refine the implementation costs ready for submission to the HLF for Stage 2. During the Implementation Stage, the Quantity Surveyor will maintain the budget in association with Council Officers and the consultant team.

3) M & E Engineer

The project comprises the construction of a new café extension, the refurbishment of a disused gardeners cottage, improvements to the Grade 2 listed Victorian House (including new boiler and heating, LED lighting, new BMS, and ICT Cat 5 wiring), and new gallery displays, including use of digital technology such as touch screens, and cam feeds to external bird and bat boxes). The engineer will feed concept designs and costs into the Stage 2 application to the HLF, and may be re-employed for implementation.

It is expected that applicants will be thoroughly conversant with HLF projects
